is it normal to feel like i haven't lost any weight since my diet/excercise?

its been about 4 weeks
i have been eating 1200 calories a day
and excercise 30-50 minutes a day (cardio workouts)
and i guess i lost a little bit of weight
but i still feel like i look the same? is this normal? i don’t have a scale so i haven’t checked my weight
im 5″3 and weigh 132lbs, more
