How has this person got her legs like this? picture included..?

they look really good to me.
and id like to get mine like that.
mine at the moment are quite large and need toning.
Kelly’s legs in the picture go really thin by the knee then come out again..and go thin at the ankle again.
How can i do this?
excerice? which excercise? food?
what do you think?
do you also think she would of used a cross trainer to get her legs?
